Vocabulary

I checked my English vocabulary on the web. The site Weblio indicated my vocabulary around 4000 to 4500 words. So, I don't have much English vocabulary, but I have to expand it at least 10,000 words because if I have that, I would read TIME easily. Should I use vocabulary building books?
