Some critics said they have to take English tests such as TOEIC, TOEFL or Eiken to prove their English abilities.
But I don't think they have to study for taking these tests just to verify their skills. Of course they must study English all the time, but they should focus on how to teach English first.
The problem of English teachers is that the process of selecting teachers itself. How education boards or schools select English teachers? I don't think they have been serious about choosing teachers among candidates.
Hire skillful English teachers. That's all.

Morning!
In my humble opinion, Japanese English teachers at schools are in charge of "scouting" highly diligent English learners and helping them learn more in depth.
As for me as a school teacher and a tutor for adults, it is vital to study regularly and take lessons from prestigious experts of English, in other words, to have OUR OWN master(s) of English, to whom we could introduce our avid students in the future.
I'm sorry for the late reply. I hope evry English teachers continue to learn English like you do. And there are too many students in a class now. That's a big problem too.
